Procedures about highway capacity are ever changing. Therefore, TRB hosted a webinar on Thursday, March 25, 2021 from 2:00-3:30 PM Eastern that described new methods developed for the Highway Capacity Manual (HCM) that evaluate spillback for freeways and urban streets. Presenters introduced the proposed new HCM chapter and provided case studies to illustrate the new methods.

This webinar was organized by the TRB Standing Committee on Highway Capacity and Quality of Service. It also refers to NCHRP Web-Only Document 290: Highway Capacity Manual Methodologies for Corridors Involving Freeways and Surface Streets.

The first 60 minutes of the webinar will be for presentations and the final 30 minutes will be reserved for audience questions.

  2. Utilize the HCM tools for evaluating congestion at the system level
