TRB conducted a webinar on Wednesday, November 18, 2015, from 1:00-3:00PM ET that reviewed the findings from the National Cooperative Highway Research Program (NCHRP) Synthesis 481: Current Practices to Set and Monitor DBE Goals on Design-Build Projects and Other Alternative Project Delivery Methods. This report discusses current practices and challenges that state departments of transportation face when implementing the federal Disadvantaged Business Enterprise (DBE) Program for design-build projects and other alternative project delivery methods. This webinar will briefly define the alternative delivery methods examined and introduce key elements of the federal DBE Program as they apply to alternative delivery method projects. Key issues include:
  • How and when agencies set DBE contract goals for these projects
  • What proposers are required to submit at the qualifications or proposal submission stage
  • How submissions concerning DBE participation are evaluated
  • What is required at time of contract award
  • How program compliance is monitored through the contract
  • Enforcement mechanisms available to state departments of transportation (DOTs)

  • Evaluate how different approaches for implementing DBE contract goals may be applied to their agency’s alternative delivery projects

Professional Development Hour Information
A certificate for 2.0 Professional Development Hours (PDHs) was provided to Professional Engineers (PEs) who registered and registered and attended the webinar as an individual. 

Individuals registered as Florida PEs are no longer required to email TRB with your license number to report your attendance. Instead, please use your certificate that TRB provides through RCEP.net as verification of your attendance to the Florida Board of Professional Engineers.

Please check with your licensing board to ensure that TRB webinar PDHs are approved by your board.

This webinar was developed in March 2015. TRB has met the standards and requirements of the Registered Continuing Education Program (RCEP).
