TRB has issued a Request for Proposals for a 16-month, $1.838 million support project on the TRB-led Future Interstate Study. A webinar summarizing the RFP took place on Monday, July 11, 2016 that addressed project expectations and selection criteria, received comments, and answered questions.

The Future Interstate Study will address actions needed to upgrade and restore the U.S. Interstate Highway System as a premier system to meet the demands of the 21st century. The goal of the support project is to provide data gathering, analysis, modeling, and case study development for the Future Interstate Study. Proposal are due to TRB on August 12, 2016.

This webinar was geared towards potential contractors or consultants who plan on responding to the Request for Proposal. No continuing education credits were provided for this session. For questions about the RFP, contact Monica Starnes at MStarnes@nas.edu.

Answers to questions received after the webinar:

Question 1: Will the contractor be requested to investigate state DOT design, right of way and access control policies that impact interstate design, safety and ultimately, performance? A task example might be similar to a synthesis, spending about $50k to study and report on state polices effecting interstate design and operation.

Question 2: Will the contractor be requested to consider the life-cycle aspects of interstate design and materials that are influential on sustainability issues, service life, maintenance costs? (50 year system costs).

Question 3: Does the measurement of needs and future performance of the interstate include all modes in the interstate right of way? Examples, accommodation of all modes (transit, pedestrians, bicycles) on the interchange cross road; and accommodation of transit systems in the right of way parallel to traffic lanes - along with their necessary access points?

Answer to questions 1, 2, and 3: As explained during the pre-bid webinar, at this point TRB staff cannot answer what specific information gathering, case studies, and modeling the study committee will request through the duration of the study. The Study Committee will evaluate and decide on those as the study progresses. With respect to specific aspects that bidders consider relevant to be considered, such as those raised in these questions, we recommend potential bidders to provide their perspectives and proposed work in their responses to the RFP.
